8th teacher registration exams on Friday, Saturday

The 8th Non-government Teachers Registration Examination will be held on August 31 and September 1.

Non Govt Teachers’ Registration and Certification Authority (NTRCA) made the disclosure the matter recently.

According to the schedule, school level exam will be held from 8:30am to 12:30pm on Friday and college level exam will be held from 9:00am to 1:00pm on Saturday.

Over 52,000 diploma students from the 93 polytechnics institutions have received World Bank (WB) stipends.

Out of the 93 polytechnics, 43 are public and 50 are private institutions.

The WB is supporting the government to enhance capacity of the vocational education and training to develop a skilled labor force.

The World Bank has approved the $79 million Skills and Training Enhancement Project (STEP) project on June 2010.

The project has also completed the selection 30 polytechnics to provide implementation grants to and 50 training providers have been selected as short-course training providers. Around 7000 trainees have received training from these training providers.

Recently, the progress of the STEP project was reviewed. To keep implementation on track, timely disbursement of stipends and completion of agreed tasks at the central and field levels with due diligence is necessary.

The Government of Bangladesh has agreed to take adequate administrative and policy measures to ensure that the upcoming public examinations administered by Bangladesh Technical Education Board are free and fair.

To ensure better employment opportunities for Bangladeshi labor force, in both local and overseas job markets, skills development and vocational education has to be aligned with the market demand.

The Skills and Training Enhancement Project (STEP) is working to strengthen selected public and private polytechnic institutions to improve quality of skills training and employability of trainees, including those from disadvantaged socio-economic backgrounds.

Govt. takes responsibility of 3 private universities

Government is going to take responsibility of three private universities as authorities of those private universities failed to solve the ownership problem.

Earlier, ultimatum to end the stalemate situation was given 5 times by government, but trustee board of those universities failed to solve the problem and thus why, for the first time education ministry is taking such type of steps. Those three private universities are - Atish Dipankar Science & Technology University (ADUST), Dhaka International University (DIU) and IBAIS University.

Sources informed that, by forming own committee to direct university, administration will be handed over to the legal owner of the university according to the law. On the other hand, UGC has fallen into inconvenient position finding the real owner of the Prime University.

Earlier, education ministry notified authorities of those universities that, the collision of ownership and trustee board must have to be solved in a time and the result has to be informed to UGC and education ministry. Otherwise harder steps will be taken according to the law. "We don't want our children to be get admitted in a frictional institute," - education ministry notified. But authorities of three universities didn't listen to them. Moreover, complains of irregularities, admission business and certificate business increased day by day. Following this, government has taken responsibility of three private universities to bring back the regular atmosphere of education on those universities.

It should be mentionable that, according to the Private University Verdict 35(7), if any private university falls into stalemate situation, chancellor of the universities can take necessary steps using education ministry and UGC. The decision of Chancellor will be final in this matter.

Dr. Yunus - New Chancellor of Glasgow Caledonian University

Dr. Muhammad Yunus, the founder of the pioneering Bangladeshi micro-lending Grameen Bank is to become the new Chancellor of Glasgow Caledonian University (GCU). He takes over from Lord Macdonald of Tradeston, who stepped down earlier this week.

Dr. Yunus said: "I would like to thank Glasgow Caledonian University for inviting me to accept this prestigious position. I look forward to building on the fruitful relationship that has already been established and has produced benefits which are helping to improve the quality of life for people in both our countries."

Prof Yunus has collaborated in the past with Glasgow Caledonian University.

In 2010, GCU opened the Grameen Caledonian College of Nursing in Bangladesh to help bring nurse and midwifery training to an international standard in a country which is desperately short of nurses. GCU set up the Yunus Centre for Social Business and Health the same year, which researches the impact of microcredit on the health and wellbeing of communities in Scotland and overseas.

Prof Yunus, who was awarded an Honorary Doctorate of Letters of the University in 2008, delivered the inaugural Magnusson Fellowship Lecture, an annual event which was established in memory of GCU's late chancellor Magnus Magnusson, who was succeeded by Lord Macdonald in 2007.

University principal and vice chancellor Professor Pamela Gillies said: "The University is truly honored and delighted that Professor Muhammad Yunus has accepted our invitation to become chancellor."

"Professor Yunus and the university have a shared commitment to promoting educational opportunities for talented young people from the most difficult of circumstances.", she added.

How to recruit international students in China

The branding and marketing techniques used to attract home students aren’t going to cut it when recruiting overseas. Paul Hoskins explains how to differentiate yourself digitally in China 

It is evident to me having spent a lot of time in China that for the majority of UK universities, their overarching brand positioning is irrelevant to the Chinese market. The differentiating factors, all relevant in the UK, are invalid and misunderstood by the students they seek to attract as well as the agents that represent them in the marketplace.
Chinese students have two main influencers when researching UK universities; the league tables, most specifically a university’s performance in a particular subject area, and word of mouth. Note that US universities have been building their reputations in Asia for around 10 years longer than those in the UK, which means they benefit more from this type of exposure.
Watching Chinese students search the web is interesting in itself. Starting normally with Chinese search engine Baidu, they invariably look for a “top UK university” in a particular subject, not a specific place and not your establishment. The websites they are most likely referred to are those of agents where there is very little discrimination between the offer of one establishment and another.
Even if potential students find you, say on your website, the brand positioning and associated messages you have worked hard to develop in the context of the UK market constitute an unfocused proposition in China.
For a university site aimed at the Chinese market to be effective, it has to be selective in its choice of featured people, places, products and performance. The rationale for including facts and accompanying messages around these categories must be evidence based – best, or better, than the rest– as well as wrapped and presented in a culturally-nuanced layer of understanding.
Unless you are Oxford, Cambridge or the LSE, or you already have a regional physical presence in China like the University of Nottingham, hard editorial decisions need to be made which will require vision, agility, leadership and commitment. 
Promote only your best products
If you are consistently highly rated in a particular subject, use this as your springboard. Do not however, assume that your existing undergraduate programme in a certain subject is desirable in China. You may have to tweak it for the market. A simple example is to ensure that a required/featured module in any programme aimed at China is Business and/or Management as these subjects are highly valued. If you can add into this supporting information about a number of star Chinese alumni, or lecturers, then so much the better. 
International recruitment relies on everyone
In order to present yourself to the market you will have to enlist or at least understand the relevant content and resources available across your organisation. The international office needs to liaise with, and have the authority to expect help from, your alumni, communications and student services departments as well as the academic research and teaching community.
Be present on Chinese digital channels
In order to bypass the agents’ websites and ensure your tailored messages are presented correctly, it is necessary to have a presence on Chinese digital channels. To do this you will need to recruit Chinese partners to set up a domain for you as well as intervene, monitor the buzz and seed social media channels such as Weibo. This also cements your partnership with agents as any microsite you might develop will ensure they fully understand your proposition, how to articulate it and how to engage with you.
Understand your target region
Commitment is crucial in building your reputation, so it is essential that you understand your targeted region and develop a business plan for its development. Do the sums: costs and benefits. Such a plan should not rely solely on digital, since as we said there is little substitute in the minds of the potential Chinese student for a word of mouth recommendation. Get your star lecturers over to the region you are aiming at, build existing relationships with Chinese academics, encourage staff and student exchanges. 
This may all seem obvious, but the key to its success is to do it properly. It is to move from the traditional sales approach to a marketing approach that drives sales. A Chinese version of your UK website will not have the same effect as one crafted for the market. Sending your international staff on recruitment trips to HE fairs across China, although important, will not result in a reputational upsurge. Most importantly, trying to sell everything to all of China will not mean your brand is recognised, or respected.
In order to be effective UK institutions need to be selective in their choice of market and their proposition to that market. Only once that reputation is built, will UK institutions be in a position to leverage it more widely, and across more of their core disciplines. (The Guardian)

IIT-Delhi country’s highest ranking institution

Indian Institute of Technology- Delhi is the country’s highest ranking institution in the world with a global rank of 218. Minister of State for HRD D Purandeswari said during Question Hour that as per the Quacquarelli Symonds global system of ranking of higher education institutions for 2011, IIT-Delhi is the overall highest ranking institution in India at serial number 218.

“As per the Times Higher Education World University Rankings for 2011, IIT-Bombay is the highest ranked institution at serial 317, while the Academic Ranking of World Universities has ranked Indian Institute of Science, Bangalore at serial 321,” she said.

As per the 2011 QS Engineering & Technology Rankings, IIT-Bombay is at serial 43, IIT-Delhi at 50, IIT-Kanpur at 59 and IIT-Madras at 60 in Computer Science and Information Technology. In the same ranking system in Civil and Structural Engineering, IIT-Bombay is ranked at serial 30, IIT-Kanpur at serial 38 and IIT-Delhi at serial 43.

As per QS Global Business School Report, 2012, Indian Institute of Management-Ahmedabad has been ranked second in the Asia Pacific region, next to INSEAD (Institut Europeen d Administration des Affairs), Singapore while IIM-Bangalore, Indian School of Business, IIM-Calcutta and SP Jain Institute of Management and Research, Mumbai figure in the top 20 institutes.

According to Financial Times London Global Business School rankings, IIM-Ahmedabad is at serial 11 and Indian School of Business at serial 13. Purandeswari said different international ranking systems use different values, indices and parameters to rank higher education institutions. “These criteria are neither universally accepted nor recognised,” she said.

The government, she said, was setting up higher education institutions in 374 educationally backward blocks in the country.

“We need to establish Central universities in every state that does not have a Central university,” she said adding there was a 35-40 per cent shortage in technical facility.

The UPA government was committed to setting up the 14 world-class universities as promised, she said, adding the bill for setting up these was currently being vetted by the Law Ministry. There are 43 Central universities, 265 state public universities, 80 state private universities and 129 deemed to be universities in the country. Tamil Nadu has the highest number of universities at 54, followed by Uttar Pradesh (48), Maharashtra (41), Andhra Pradesh (40), Rajasthan (39) and Karnataka (35).
